Physical Security
The first layer of security any system has is physical security. While it's not the main purpose of this site we can't really let it go without a mention.
Physical Access
The most obvious security measure is that of physical access to the hardware. If you are a concerned parent the simplest (though probably not best) way to prevent little Johnny ending up doing things you don't want is to deny physical access to the computer. Simple. (Well, sort of).
